It's in Japanese. Try looking for resources on hiragana and katakana like this (written pronunciations), this (stroke order, not critical for the game but may help you remember them), or this (audio pronuciations) and you should at least be able to understand the characters' names fairly well (hint: most of their names are in katakana). There's of course a little more to it than what I gave you, but those should be good for getting started.

For some games you don't always need to know Japanese to play since some menus can be easily figured out by trial and error, but it really helps to have a general knowledge of the Japanese language before playing any Japanese games, especially menu and dialogue heavy ones. Wikipedia has guides for Katakana and Hiragana, which are the the most commonly used symbols in Japanese. There's also Kanji, which is commonly used, but that's a bit more complicated as one symbol can mean many different things.

EDIT: Telefang is a mix of Hiragana and Katakana, if I remember correctly. I don't think the game uses any Kanji (although I could be wrong).

Sanky's suggestion sounds good. If you're not able to read Japanese, you could always try the translation patch if you have a gameboy emulator to run it on. The patch is still a work in progress though, it's currently being updated every so often, so you'd have to replace the ROM patches when they're released. The translation patch was made for people who aren't able to read japanese specifically, but wanted to play the game.

EDIT: Katakana's a bit like a phonetic pronunciation for foreign words that the Japanese don't have in their language (although they also use it to spell out Japanese words as well). For example, if they wanted to spell 'cake', it would be spelt out in Katakana as 'keeki' (roughly pronounced key-kee(?)). It's a little hard to explain, but you'd have to read about the Japanese language to understand it more.

You could only really get through it by learning the menus by trial and error, although the game is generally easy to pick up. There's also the english bootlegs Pokemon Diamond and Jade, which translate the menus, although all of the dialogue is badly translated and engrish-y plus there's swearing as well. The english patch the forum is working on is the only properly translated english version available at the moment.

I don't know Japanese and I caught on pretty fast.You should be fine.
Though I only played the game once. :P
