Well... this is an interesting thread.
I have no idea what Mikichan's stats are, but if I remember correctly, MissingNo. has insane Attack -- whenever it uses Sky Attack, it almost always faints my Pokémon (except for a few like Rhydon) in one hit! I'm not sure if Mikichan has 1337 attacking skills, so I'll vote for MissingNo. Besides, what other Pokémon can learn the same move twice (Water Gun)?

I guess Mikichan, cuz doesn't Missingno usually have 0 max hp? Unless it can defeat Mikichan on the first turn, Missingno will go down regardless of whether Miki has any moves.
Edit: That's right, I mixed up MissingNo with the Question Mark that appears if you get into a battle before getting your starter. Yeah, I change my vote to MissingNo.
