Well, both kind of make sense. Scalding hot water and frost bites CAN have burn-like effects. It's mostly the 'ice burn' name. It sounds like something someone might say if someone royally insults someone else. XD

Kyurem is unfinished, that's what it is. I'm pretty certain that the third version will introduce a new forme (if not two) for the thing which would make it vastly murderous.

Yeah, they HAVE decided to romanize it 'Zorua' instead of 'Zoroa' - but these are the same retards who officially romanized 'Dogorm' as 'Dogohmb' and I can think of a bajillion other examples from Generation 3 that seem to have been romanized by retarded monkeys on typewriters.
