A user on the Telefang wiki called MissinGods posted this picture 46 seconds ago. It looks like it's the boxart for Pokemon Diamond 2 and Jade 2! It also confirms the dragon in the title screen is not Charizard but actually the female dragon from Shrek.

Hahaha, that is ridiculous :< Even Shishigama/Snake looked better than that.

Yeah, and it's even more puzzling why they thought that the dragon from Shrek would make a good Pokemon for the cover.

I also found this Chinese 9 in 1 bootleg that has both Diamond 2 and Jade 2 on it along with Pokemon Ruby/Sapphire/Emerald/Leafgreen/Firered and both Golden Sun games. I think the Arcanine boxart is for Diamond and the Dragon boxart is for Jade and these two are most probably the official Chinese boxart for the games.
