I think a portion of GBA carts use EEPROM to save, so in such cases no save data is lost. Although timer operations still require the use of an internal battery. Whether your GBA cart's save will expire depends on the cart.

I'm kinda scared for my MMBN games, I put all my heart into those games when I was a kid.. Basically, EEPROM is a type of memory that doesn't require constant power to retain information. The way battery saves work, the information is lost when it's cut off from its power source (eg. the battery is removed, or gets drained over time.)
