jeez how hard is it to find one? I went though a week finding one while fishing.

Really hard. You can only find them in six different tiles. And sometimes you have to be surfing to find them -- they may be in the middle of the water, as opposed to an edge where you can just stand on land and fish. And once you find one, I suggest you keep breeding for more. And if you don't have a Ditto, get a female.

Also, once you find a tile with one in it.. catch it and keep fishing that tile! They're rather common when they DO appear, so grab a few while you're at it. Then if you want to breed for stats/natures/etc you have more to choose from.

UPDATE:
I got one. AngelChaos90 lend me her Milotic and I mate it with a Gyardos. so I have a feebas. This Topic is pointless now
