Actually, its Japanese name is コールドフレア, which would translate to Cold Flare.
So Ice Burn is more or less an accurate translation of the Japanese name. It's not as literal as Cold Flare would have been, but it more or less keeps the general meaning. So, the name isn't mistranslated...

I think they intended the English name as a pun on freezer burn? Kind of like being frostbitten, I guess.
