Actually, its Japanese name is コールドフレア, which would translate to Cold Flare.

So Ice Burn is more or less an accurate translation of the Japanese name. It's not as literal as Cold Flare would have been, but it more or less keeps the general meaning. So, the name isn't mistranslated...

it was cold fire itself.

I don't know how to Ice Beam work too though.
Will the beam take temperature?

I think they intended the English name as a pun on freezer burn? Kind of like being frostbitten, I guess.
