A user on the Telefang wiki called MissinGods posted
this picture 46 seconds ago. It looks like it's the boxart for Pokemon Diamond 2 and Jade 2! It also confirms the dragon in the title screen is not Charizard but actually the female dragon from Shrek.

Yeah, and it's even more puzzling why they thought that the dragon from Shrek would make a good Pokemon for the cover.

I also found
this Chinese 9 in 1 bootleg that has both Diamond 2 and Jade 2 on it along with Pokemon Ruby/Sapphire/Emerald/Leafgreen/Firered and both Golden Sun games. I think the Arcanine boxart is for Diamond and the Dragon boxart is for Jade and these two are most probably the official Chinese boxart for the games.
