is there a formula or some factors to determine whether the denjuu will give you its number (sort of like the catch rate in pokemon)?

i am trying to get 3 oshe to complete the evolution, but it seems that after i had 1 oshe, the chances of another oshe giving me its number is very low. i took nearly an hour just to get my second and third oshe to finally give me their number. same goes for the other denjuu when i wanted the number of another denjuu i aready had.

Yes, it does depend on who you've already befriended. Blaziken figured out the odds here, essentially it boils down to a 60% chance if you don't have that species already, or a 6.25% if you already have one.
