i have a translation patch i downloaded from blaziken257 but i cant open it how do i apply it

If you use VBA, just rename the patch with the same name as the rom, e.g. your rom is Telefang2.GBA, then your patch should be Telefang2.IPS.

If that doesn't work, you can use Lips, or IPSwin.
