Base stats are pretty much the same concept as in Pokémon: They determine how strong a Denjuu will be. Each Denjuu has a base stat in HP, Speed, Power, Defense, Electric Power, and Electric Defense (in that order). According to this page here:

...it says that "bolt" in the bootleg is Electric Defense and "teleg" in the bootleg is Electric Power. This has them mixed up.
Anyway, a base stat determines how strong a Denjuu is. A low base stat is weaker than a high base stat. This is what makes certain Denjuu stronger in certain areas than others.

...lists the first 90 Denjuu with its base stats. I looked at the ROM, double-checked this page, and verified that all of these are correct. Plus, since I know where Denjuu's base stats are located in the ROM, I can find out base stats of all the other 84 Denjuu.
So, should there be a template for base stats on a Denjuu's page? Bulbapedia has information on base stats for every Pokémon, so this should too. It gives an idea on how strong a Denjuu is. What do you think? I think I'll add the base stats in the wiki, and someone else can organize it to make it look better.
EDIT: Found out that Elec. Power comes BEFORE Elec. Def. and that RacieB's site has "bolt" and "teleg" mixed up.
EDIT 2: Found out that "Attack" should be "Power". Here I go thinking in Pokémon terms again...

I still don't know how the term is used in T2, though, so what do you guys think? XD

I added base stats on Krypto, Kryptoride, Kryptoarm, Kryptoburn, Kryptosnipe, Kryptoknight, Fungus, Funblade (an entry I added today), and Doomsday. How did I do? Did I get the names of the stats correct?
Now there should be a template... but I'm not good with templates...

I was also thinking of base stats, but had no idea how to do it lol. As well as the amount of damage an attack does.

By the way, base stats aren't the same as the stats themselves when you view them on the screen. Base stats are just one variable, which is what makes Denjuu strong in some areas and weak in others. There are other variables too, like level -- the higher the level, the higher a Denjuu's stats will be, obviously. Same thing is true with Pokémon: Base stats are one variable that calculates a Pokémon's stats, along with its level, "DVs" (random variables from 0-31 or 0-15 depending on the game that make each Pokémon vary slightly in stats), "EVs" (variables that increase stats from using it in battles, which is why it's better to use vitamins and engage your Pokémon in battles rather than use Rare Candies), and natures (the multiply a non-HP stat by either .9, 1, or 1.1).
Now, in this game, there seem to be some other factors that I can't seem to figure out that also influences Denjuu's stats. For example, as a test, I hacked all of Krypto's base stats so that they're all 10 (by changing all bytes in range $1D4B88-$1D4B8D to 0A). I started a new game and checked Krypto's stats right when I got him (I didn't get into any battles). His stats (not base stats!) were:
HP: 14
Speed: 12
Attack: 16
Defense: 14
Denma Attack: 12
Denma Defense: 12
Now, why is it that even though all the base stats were the same, its stats aren't? There has to be some other variable that I don't know about. I tried hacking the other bytes that are tied to Krypto (from $1D4B88-$1D4B97), but this doesn't seem to have any effect on this oddity. This mystery variable must be stored somewhere else in the ROM.

Anyway I was kept busy with a major project + a competition, sorry. Will go do now xDD
About the stats oddity, I tried it myself. Yea it turned out the same. Which means there aren't any IVs involved I think (where its a random one every time)

Could the stats be affected by personality? :/ I'm pretty sure that Denjuu you get from the story (their phone numbers all start with 05) always have the same personality? D: Either way, you should test it out on a non-story Denjuu just to make sure...
