That's one possibility, but I always tend to think of used as second hand. Store stock is also considered second hand if it's badly damaged sometimes but these are in too good condition for that. I don't think the games are store stock though as they're missing the white card insert that comes with most new Japanese games. I think it's used to register games and it only comes with new copies, so the copies Hit-Japan are getting may not be new store stock. They'd have the white card insert if they were overstock.

The battle denjuu were different because they were unopened and brand new but just a little dusty. The copies of the game on Hit-Japan have been opened and are missing some bits.
