That'll be Hit-Japan. They've been known about for a while now. It's actually cheaper to use a Japanese proxy service to import them since they sell on Amazon Japan for 1 yen used.
I do believe the reason they're still up for sale is because of how expensive they are and how unknown Telefang is. It's a shame really since it's a manga worth having. Kimbles has scanned in the full manga by the way. It's on the forum somewhere.

Not quite the full thing, I think about one and a half volume's worth?
I got my set from hit-japan when it was around $20 and it really is a pretty good comic, the plot strays from the games quite a bit as it goes on though.
