The scrambled ones, that's how they're arranged in the rom.

i mean how it becomes when i extract them and how should i reinsert them (if scrambled or builded)

Is there a way to preview the tile as builded,screenshot it/resize etc,and compressing it in builded form to the rom again?

The short answer: No.
If there was a way to do that, we would surely use it. But there isn't, and it's unfeasible. You must edit the tilemaps and sprites on the title screen directly if you need more tiles.
Rom hacking is
not easy and you must put effort in to get any results.
