You can find Angios near the end of the game, but only in Power Version (or Diamond). You have to navigate the maze in Kakotos Relic (Kagutes Site), and come across Golaking (Gawerk). You'll automatically lose to him, since all your attacks miss, and all of Golaking's attacks will deal 255 damage, which is higher than any Denjuu's HP. Then, when you lose, you have to find Kai, and he'll reluctantly give you his number.
