Uh.. I think you misinterpreted again.
Use LIPS (Program that makes ips patches) to create an IPS patch by choosing the Japanese Power Version as the "original ROM" (within the program that is) and the Speed version as the "modified ROM" and save a patch. Open "IPSWin" (a program for applying IPS patches) and apply the patch you made to a copy of your diamond rom.

No it is putting the things that differentiate Speed from Power onto a copy of Diamond (bootleg of power) and changing it to jade in everything apart from the title screen.
The idea of the IPS patch is that it records all Rom B's (usually the hacked rom) differences from Rom A (the original rom) so that you can turn Rom A into Rom B. Understand so far? Speed's (RomB) differences from Power (Rom A) in this case are made into a patch and applied to the hack of RomA known as Diamond. It is not changing it to Speed but rather adding speed's differences from power to diamond since the program is under the assumption that it is patching Power.
